Testing a particle accelerator on himself Sam Toth was transformed into the Silver Fog. Rapidly losing cohesion he resorted to crime to fund research for a cure. Confronted by HERO-Dial user Chris King, who transformed himself into Captain Electron, Toth was inadvertently cured. Grateful, Toth reformed and retired his equipment. The second Silver Fog Edward Arling was the assistant of Sam Toth. Stealing Toth's particle accelerator Arling transformed himself and embarked on a brief criminal career. Arling's son Edward modified Toth's technology creating an artificial being of living fog that he could manipulated via a control box which he named the Silver Fog.
