With limited resources and no insurance capable of caring for his invalid sister after his death, Tockman turns to a life of crime - reasoning that if he is caught he won't live long enough to serve prison time. Utilizing his knowledge of clock making and chronology, Tockman perpetrated a series of time-related crimes as the Clock King.
