The Human Robot was constructed for the Atlas Corporation by an unnamed scientist at the behest of his business manager.  When the robot was tested it was commanded to lift a chair, which it did subsequently moving on to lift other chairs - unable to differentiate between singular and plural.

Impatient with the level of production, the business manager visited the lab at night and programmed the robot to submit to his commands.  The next day when the scientist was working on the robot the manager instructed it to "kill the man in the room" - to which it turned on its creator and strangled the life from him, subsequently moving on to kill the next man in the room, the business manager.  If not for falling into the harbor and short circuiting in the saltwater where it was retrieved by the Atlantian Namora and subsequently reprogrammed by Marvel Boy - the Human Robot would likely have continued its quest to "kill the man in the room."
