In the later years of the cold war between the western allies and the eastern bloc, the Soviet Union desired a superhero team which would protect their interests.  The founder of the program, Professor Piotr Phobos located and trained the group.  Although there were numerous students in Professor Phobos' school his star pupils were given the honor of becoming the Soviet Super-Soldiers.
