| After meeting the
Runaways, it it became apparent to
Captain America that
California had been neglected by the superhuman community leading to rise of
villain groups like the Pride. Rick Jones, Captain America's former side-kick, took the initiative secretly funding a group of young heroes using investments he had earned from his book Sidekick. Initially formed as a support group for former child heroes, they eventually decided that they had matured past their issues and formed a team to protect the west coast as Excelsior. |
