Origin
After failing with the android Psion and Manhunter projects, the Guardians of the Universe decided to use living agents as their intermediaries, to challenge the forces of evil and injustice in the universe.

Three billion years ago they formed the Halla, a group of galactic police using stun pistols and power batteries similar to the devices used by the android Manhunters. These were the immediate predecessors of the Green Lantern Corps.

The Guardians developed devices in the shape of a ring capable of channeling the will power of its wielder.  Dividing the universe into 3600 sectors, pyramided with their points converging on their adopted planet Oa, they organized the greatest force for peace and justice in the universe, the Green Lantern Corps.
