To gain vengeance upon the Hulk and return his daughter from cryonic stasis, which was necessitated by her being poisoned with radiation by the Abomination, General Thunderbolt Ross made a pact with a group of superhuman villains known as the Intelligencia, who granted Ross superhuman powers comparable to his adversary, transforming him into a Red Hulk.
