A test-tube baby created with the genetic material of Isaiah Bradley (Captain America 0) and his wife Faith, Josiah was the only one of dozens created by a secret military program to rediscovering the secret of the Super-Soldier Serum that created Captain America.

When his surrogate mother discovered the government's true intention, she took the baby to his biological mother, Faith Bradley.  Fearing the government would stop at nothing to reacquire the child, Faith took the child to the rail yard and left him in an open railroad car with a sign giving the name Josiah.  The child was discovered and raised in a Catholic orphanage.

As a teen Josiah was exceptionally strong and escaped the orphanage by bending the window bars.  He soon after joined the army at fifteen years old by lying about his age.  While in combat in Vietnam he physically assaulted a commanding officer who almost cost Josiah's platoon their lives in a sloppy napalm bombing mission.  Josiah was sent to Fort Leavenworth military prison for the assault where he was rediscovered by the scientist who initially created him.

Josiah escaped Fort Leavenworth with the assistance of others; he then went underground joining the Black Panther Party.  He eventually discovered his parentage from reading an underground newspaper's account of the first Captain America experiments.

Acquainting himself with his parents Josiah converted to Islam and became a community activist, soon after he received a package from an unknown sender containing a Captain America uniform, which he would don to do battle as Justice.
