Assistant District Attorney Richard Raleigh sought to take direct action against the criminal element of Superior City.  Using is knowledge of bees and engineering he fashioned the persona of the Red Bee.

Years after his death at the hands of the Nazi, Baron Blitzkrieg, Richard Raleigh's niece donned a cybernetic armor which gave her the powers of the new Red Bee.
