What Happened
Destroyed by a major earthquake Gotham City is plunged into chaos.

Condemned and expatriated by the United States Government all citizens are ordered to evacuate, those that stay will be sealed within the city by a military blockade of its bridges.

The island city is divided into gang-land style districts held by both criminals and the Gotham City Police, its remaining heroes struggle to maintain order.

Ultimately the city is re-opened and the process of rebuilding begins by the multi-national LexCorp, which managed to acquire much of the city while it was in condemnation.
